idling pulse

In a start with acceleration/deceleration, acceleration begins at the same time as the start, so the initial speed calculated backward from the first pulse cycle is faster than FL setting speed.
The idling pulses are output at FL speed before the acceleration begins.
By setting the idling pulse, the initial pulse cycle can be surely set to the FL speed cycle.
